Have only recently been able to hear neighbors through wall, could this be down to bad DIY on their part?
A deaf lady used to live there and she would have her telly up full and had a old telephone ringer amplifier (very loud) and we could never hear these through the wall!
Probably the deaf old lady on her own was quieter than several new neighbours are.
