How do you mount a license plate to the front of a car?

I bought my car in a state that does not require front license plates. Now I'm in California and need a front license plate. The front bumper has an indentation where the plate would go, but there's no mount or holes. What is the best way to mount the license plate? Can I just drill holes into the bumper and mount the plate with screws and bolts? Or is it better to buy some kind of mount for the plate?

If the "bumper" is just a plastic molding, drill about 1/8" holes where the indentations are, than mount the plate with #8 x 1/2 sheet metal screws; they'll hold fine.
