what is a headphone amplifier used for?

hi,
some headphones require more power to run properly than can be provided by your mp3 player. so a headphone amp amplifies the mp3 player output to what is required by these headphones. audiophiles would also say that a good quality headphone amp will improve the music even with more efficient headphones that do not actually require a headphone amp.

p.s. it does not have a whole lot to do with volume - as i said, it is to do with the efficiency of some headphones that actually require more power than your normal headphones.
