Does anyone know who created the on/off symbol?

I mean the IEC 5010, the power on-off symbol (line within a circle) or the EC 5009, the standby symbol (line partially within a broken circle). You can go to http://en.wikipedia.org/wiki/Power_symbol for more informations for the symbols or for the images.
