I'm thinking yes but want to hear others weigh on the question.
I'm guessing you're referring to a double-decker highway? If so, then a short answer would be yes. However, that would be eliminating the problems that a double-decker highway poses and that's noise and pollution.
Because they essentially transport twice the number of cars, they are very loud. They are also very expensive. They still are only transporting automobiles.
A better alternative is mass transit. Buses being the cheapest and also the less appealing -trains too. Subways are good. Light rail is optimal and high speed rail is one of the best. All of these options use less fuel, less pollution, less noise, less land use, and higher volumes of people transport.
